Grambling’s Illegal Drafts

Bryant Received Funds Before Attorney General Said ‘NO’

Grambling Council Member Roosevelt Bryant Jr. asked the Louisiana State Attorney General for an opinion as to whether he could be paid by Grambling for monies The City would have paid an insurance company for his coverage while he was not covered.   Allow us to repeat that.

According to the Attorney General, Bryant said he was unaware he was entitled to certain employee insurance benefits as a Council Member and, missed out on being covered for a period of time.  Bryant wanted to know if he could receive the money Grambling normally would have paid the insurance company for himself while he was not insured.  Let’s try that one more time.

Apparently, Bryant believed he was entitled to the portion of premiums that would have been paid by the City of Grambling to the insurance company had he been enrolled in the employment benefit insurance programs over the previous two years.

On April 29, 2009 in Opinion 09-0004 the Louisiana State Attorney General responded to Bryant’s inquiry as follows: “the insurance contract must be in existence before the payments are authorized, and past payments may not be reimbursed as this would violate La. Const. art. VII Sec. 14(A).”

However, the following copy of a Grambling bank account draft signed by Council Member / Mayor Pro Temp Edward Jones and the Grambling Clerk Pamela Stringfellow indicates from the $11,937.55 that was withdrawn, over $5,200 was designated to Roosevelt Bryant who is running for re-election to the Council.  Edward Jones is running to become Grambling’s next mayor.

Louisiana Law: ‘Only The Mayor Signs Checks’

According to Louisiana statue and many State Attorney General opinions, only the Mayor is authorized to write drafts on behalf of municipalities incorporated under and governed by the Lawrason Act; the same Lawrason Act that Council Member Bryant repeatedly displays distaste for publicly during Council Meetings.

Council Member Bryant spoke about the Lawrason Act which gives the Mayor of municipalities under that rule the legal authority to be sole signor on municipal checks as follows:

“The Lawrason Act gives her the authority  to sign a check, but is it good sense? Everything is not good sense!  I don’t care if it is the law, it’s wrong!  This is the only stupid state where one person can have that power to go to a bank and do whatever they want to do.  That’s unreasonable!” said Council Member Bryant.

Even more fascinating is how Bryant makes this statement more than a year after he received $5,200 of illegally withdrawn funds from Grambling’s bank account himself.

Grambling Mayor Martha Andrus says she did not authorize this withdrawal of taxpayer money on behalf of Roosevelt Bryant, City Accountant Willie Mabry or attorney Rick Candler (who is NOT Grambling’s attorney).

In our opinion, this document is hard proof that neither Jones nor Stringfellow waited for the Attorney General’s ruling before taking just under $5,200 of taxpayer monies at will behind the Mayor’s back to pay Bryant and, Bryant did not wait for the Attorney General’s opinion before receiving it.

The Grambling Council has been very vocal accusing Mayor Andrus of financial mismanagement and incompetence month after month, council meeting after council meeting and in the media.  Meanwhile Andrus has made repeated requests to the authorities for a full investigation to prove she’s innocent.

The internet technology specialist and website developer for Grambling, Sheree Rabon was working very hard to seal security breaches in Grambling’s computer system and bring this kind of transparency for all Grambling citizens to view pertinent public record documents for themselves.  She too has been defamed and discredited by both the Council and local media, saying among other things that her fees are outrageous.

Unfortunately many don’t understand the extensive work involved or or have a clue as to the actual cost of such services.  Grambling’s website was being built to provide transparency of public documents and meet federal security standards.  According to Rabon, Edward Jones on behalf of the Council sued Rabon to stop her efforts and, to get back the money she has been paid for services performed.  In the process Jones may have just opened up Grambling to serious liability repercussions.

Despite the smokescreens and dramatic distractions, none of these efforts can prevent the citizens of Grambling or anybody else from reviewing public records to uncover the truth.  While tracking the monies illegally paid to Bryant, The Fount discovered a trail of additional illegal drafts signed by mayoral candidate Edward Jones and Clerk Pam Stringfellow.  These bank drafts are public records of eight illegal withdrawals during the first quarter of 2009.

These documents back the Mayor’s claims of her authority being usurped and day-to-day operations at City Hall being interfered with.  They also reveal what has not been discussed much in the media or what an audit would reveal:  Jones and Stringfellow illegally removed over $23,000 from the Grambling bank account between January 22, 2009 and March 16, 2009.

While it is still unclear as to why attorney Rick Candler or Willie Mabry (who was fired at the time) were being paid, a judge ruled against Jones and Stringfellow in court last year for these illegal withdrawals.

Do We Really Need An Audit?  “Naaaahh…”

Among other things, these documents indicate Council Member / Mayor Pro Temp Edward Jones and Clerk Pam Stringfellow paid City Accountant Willie Mabry for services he did not perform while being fired.

Where is the righteous indignation and outrage previously displayed by the Grambling Council for misappropriation of public funds and for the 2009 financial books not being ready for an audit so late in 2010?  Is the Grambling Mayor really what she has been painted out to be?  Does it make sense for a guilty person to request a full investigation?

Seeing as how the results of audits become public record documents, could these financial discrepancies and disregard for the law be some of the reasons why there is very little pressure being placed on the Grambling City Accountant Willie Mabry by the Grambling Council to have the 2009 books ready for an AUDIT just before this year’s ELECTION?  What else will a full forensic audit reveal?

The Grambling Mayor requested for a full investigation of everybody handling money in her administration (including herself) by the Louisiana State Legislative Auditor’s Office for the fourth time months ago to no avail thus far.

After haggling with the Grambling Council and Grambling Attorney about the selection of an auditor all year, this past August the Mayor and Council finally agreed on Hulsey, Harwood & Sheridan LLC from Monroe to perform Grambling’s 2009 audit.

After 8 full months to prepare for last year’s audit, one might think the Grambling City Accountant would have the books ready, but the auditor made two attempts to conduct the audit in September and was unable to perform that service. 

Mabry, who possibly left town for more than one reason was unavailable for questioning at the Grambling Council Meeting last night (October 7, 2010) to explain why the books for 2009 still aren’t ready for the auditors to do their job.

Show Grambling The Money!!!

The Louisiana State Attorney General ruled it was a violation of state law for Bryant to receive any moneys for insurance premiums Grambling would have paid to an insurance company had he been covered for employee benefits.

According to the first draft above, Bryant who was arrested last month for driving on a suspended license was paid just over $5,200 by Mayor Pro Temp Edward Jones and Clerk Pam Stringfellow; money that never should have left Grambling’s bank account.

The  Grambling Attorney Jim Colvin Jr.’s bill shows that the matter of Bryant arranging to repay that money cost the Grambling taxpayers just under $200 more:

If and indeed such an agreement for Bryant to repay Grambling’s $5,200 was made this time last year, Grambling hasn’t seen a penny of it yet.  Grambling Mayor Martha Andrus said, “We certainly have no records of Bryant repaying a thing.”

Mabry Prior Rape Conviction Confirmed

Both Baltimore City Police and Baltimore County Police in Maryland verified  information stated on an FBI report about Willie E. Mabry regarding his prior arrest and conviction of 2nd Degree Rape back in 1979.  Rev. Mabry is the pastor of Zion Traveler’s Baptist Church in Monroe, LA and the Accountant for the City of Grambling, LA.

On this  afternoon of October 7, 2010 Detective Dottie Moses from the Public Affairs Department of the Baltimore City Police and, Corporal Hill from the Baltimore County Police in Towson, MD called The Fount simultaneously (literally) to confirm Mabry’s criminal record.

According to the FBI file, Mabry was convicted 1980-01-08 on a guilty plea and received 6 months on a suspended sentence for that 1979 offense. It is unclear at present as to whether that sentence was plead down from a felony to a misdemeanor.

Mabry’s  1979 rape conviction was prior to when national sex offender registration laws went into effect in 1994,  but a continual pattern of deviant and predatory behavior over the years may have emerged.

In our previous article entitled “Grambling City Accountant Accused Of Child Molestation” Felicia Mabry, the estranged wife of Willie Mabry says that her daughter told her Mabry assaulted her back in June of this year and, alleged that local judges attending Mabry’s church were in prominent positions there and protecting Mabry.

Five hours after this story was published, Felicia Mabry received a phone call from the investigating officer requesting a DNA test for the child in question. This comes 3 months after Felicia Mabry’s initial complaint to the Ouachita Parish Sheriff’s Department and, according to the District Attorney’s office to date, the matter is still under investigation.

The FBI report also showed Mabry was arrested in March of 1974 for rape.  This coincides with a news story by another publication local to Monroe, called the Monroe Free Press which stated Mabry was arrested by the Baltimore City Police in 1974 for rape but not convicted.  The FBI report also had no conviction listed.

In addition, Felicia Mabry states while being married to him two years ago Willie Mabry was fired from Amedisys Hospice in Baton Rouge for sexual harassment and that two separate incidents were reported against him before being fired. Felicia Mabry says she was completely unaware of Mabry’s history until she “started putting two and two together.”

According to Grambling Mayor Martha Andrus, there is no mention of a prior arrest on Willie Mabry’s application for employment with the City of Grambling.  Andrus said “It is evident that Grambling Chief of Police Tommy Clark did not perform a thorough background check.”

Robert Wiley Appeals To Grambling

As Runoff Election Day Approaches, Mayoral Candidate Robert Wiley Addresses Grambling:

THANK YOU CITIZENS OF GRAMBLING

I would like to take this opportunity to say thank you to all of you who voted for me.  I am appreciative and humbled that you have chosen me to be one of the two Mayoral candidates remaining in the race.

As a native of Grambling, I am old enough to know and respect the history and the struggles of Grambling’s past, but I am also young enough to know the great potential that lies just ahead in the not so distant future.

As your next Mayor, I understand the need for the Mayor, local leaders, and University Officials to sit down together and determine the correct course of action for the City of Grambling and GSU regarding Political issues and State Policy decisions that will affect us all.

I do not plan to go it alone.  As your Mayor, I will seek the advice of the City Council, citizens, and local leaders regarding issues that affect us.  Although I am personally a political Independent, I can assure you that this will not affect my ability to be an aggressive advocate for what is best for Grambling and for GSU.  In fact, I believe my being a Political Independent is to all of our advantage since I will be able to approach both political parties when our City or the University needs assistance.

With that said, I am aware that I will be representing a city that votes 90% Democratic, and I understand that we have more leverage when we vote with one voice.  I have no intentions of changing that tradition.  I will listen to the people that I represent. Please do not allow false rumors, whispering, and untruths to cause you to be afraid to vote for me.

Remember, all is not what it appears to be.  With all that has been said over the past several months, I understand why some of you may have misconceptions about me and my campaign.  Please feel free to talk with me directly to see where I truly stand and what my goals are.  I am here to serve you and to hear your concerns.

My main focus will be on correcting Grambling’s finances, obtaining clean audits so that we can take advantage of opportunities, lowering property taxes, and developing the town so that we will have businesses to provide us with the goods and services that we need. I have the necessary background and training to make these things a reality!

Now, let us finish the job that we started in the primary election.  Please go out and vote for me, Robert Wiley #92, on Tuesday, November 2, 2010. I look forward to working with the new City Council and moving Grambling forward.

City Council Candidate Cullen Jackson Thanks Voters, Discusses  Plans To Improve Grambling

TO GRAMBLING CITIZENS AND GSU STUDENTS,

I would like to thank each of you who voted for me in the primary October 2nd election.  All of the hard work devoted to this campaign if elected, is to help improve the quality of life for  Grambling citizens.  Your vote of confidence has enabled me to participate in a run-off election on November 2nd.

As I said before, running for City Council was not an easy decision, but it’s been well worth it.  It’s not what  Grambling can do for me, but what I can do for the citizens of Grambling.

For those of you who are still considering who to vote for, I’d like to reiterate that my leadership experience as a school principal, supervisor, American government teacher, public relations, director/management of federal fund will suit you well on the Grambling Council.

As  Director of federal funds for Claiborne Parish School Board I have managed millions of dollars with a perfect audit.  I bring 32 years of educational experiences, management of millions of dollars in federal grants, budgeting, audit evaluation, entrepreneurship, common sense and vision to this service.

I am prepared to explore the feasibility of districting Grambling  which means that each Council Member will become a steward over equally divided community districts.

Not only will there be less political in-fighting, we will be able to serve you better and become more accountable to the citizens. The citizens of each district can measures our effectiveness as Council Members individually.

I also want to put a stop to outrageous municipal spending.  Tens of thousands of our tax dollars have been spent for lawsuits, attorneys fees, increased salaries, and Special Called Meetings in the past two years.

The City Council increased their salaries to $700.00 and received an additional $350.00 each for over twenty Special Called Meetings, but could not afford a recreation program for our children or scheduled trash pickups.

Grambling is a distinct city with incredible opportunities and potential for growth and development, and it’s time to restore our dignity. We need to strengthen our relationship with Grambling State University and utilize their expertise whenever possible.

As your Council Member I will work hard to help keep our taxable revenues here in Grambling by accommodating the University’s 5,000 students as part of our economic development strategy.

I will seek avenues to provide student internship experience within our city and provide jobs. We need to explore the feasibility of building retirement/ health facilities in Grambling for our senior citizens and recreation programs for our children.

Developing of our infrastructure such as providing City sewage on College Avenue and throughout Grambling will be a priority.

Our city needs to employ a grant writing expert who will develop an economic task force for strategic long and short range planning that consists of business persons, Grambling State University business department, chamber of commerce, students, council members, and private citizens.

Transparency and accountability are tantamount to growth and development.  Our citizens have a constitutional right to be informed, to receive, to request and to examine all public documents.  If something is wrong with water, we need to know immediately by radio, television, or internet and not one month later by mail.

Another problem I plan to address is how Grambling provides police officers with academy training who end up being hired by other cities because our salaries are too low.  In order to keep police officers and city workers here in Grambling, their salaries should be comparable to their skills and experience.

I am excited about the possibility of being able to serve the constituents of Grambling. I’ve enjoyed meeting and talking with you during my campaign, hearing your concerns about the current state of affairs in Grambling’s leadership and the direction you’d like to see Grambling go.

When I am elected to the Grambling Council I will work diligently with the Mayor and members of the City Council to advance the positives of our community.

My educational background includes the following:  Carroll High School graduate, Bachelor of Science in social studies from  Grambling State University, Master of Arts from Louisiana Tech University, Master Plus 30 from the University of Louisiana at Monroe, GSU and Tech.

I retired from Claiborne Parish School Board as a teacher, Librarian, assistant principal, principal and supervisor of federal programs.

I am a member of the Louisiana  Education Association, Grambling Retired Teachers, Omega Psi Phi/Phi Tau Fraternity.  I have been married to Annie E. Hewitt Jackson for 46 years and the father of 3 children.

Vaccine-Free Flu Prevention

The Hard Sell, The Soft Sell

Dear Readers,

The “pre-season” flu is upon us. I started writing this article in mid-August so it is hard to tell what kind of insanity the pharmaceutical company will be promoting. If last year was any indication, I predict that the government will be laying low after last year’s hard sell for the useless H1N1 vaccine. This year will see a more subtle approach in an attempt to increase the number of recommended adult vaccinations.

Currently the government recommends yearly seasonal flu vaccinations, a pneumococcal vaccination, a tetanus vaccination, and a zoster (shingles) vaccination. That is a list just off the top of my head (see the end of the article for full listing). The latest (but not the newest) vaccination is for pertussis. Read on…

I saw this commercial a few weeks ago and I shook my head in amazement. The commercial starts with a mother holding her child in her arms saying, “We think the safest place in the world for our babies is in our arms, but it can also be one of the most dangerous.” What? Are you kidding me?

Now if you were to drop the baby, that would constitute danger, but no, the commercial goes on to talk about the need for adults to be vaccinated against pertussis. The propaganda machine would like you to believe that adults lacking vaccination against pertussis are too dangerous to be around your baby.

Pertussis is the medical term for whooping cough. Whooping cough is a bacterial respiratory infection caused by Bordetella pertussis. Whooping cough is considered an endemic illness.

An endemic illness refers to an illness that persists in a population without having to be reintroduced from outside. For example, chickenpox is an endemic disease in the United Kingdom; malaria is not.

Generally speaking, there are 5000-7000 cases of whooping cough reported each year. The Center for Disease Control reports that “epidemics” of pertussis occur every three to five years. The most recent “epidemic” occurred in 2005 when there were 25,616 cases reported in the United States. (1)

In 2007, there were 10,454 cases and ten deaths reported in children. (2) The CDC reported 8,295 known cases for the 2009 season. (3) Currently the CDC recommends that children be vaccinated for pertussis five times by the age of four to six years (vaccinations at two months, four months, six months, eighteen months and four to six years).

Not content with that, the pharmaceutical companies are suggesting, through supposed public service announcements, that adults need to be vaccinated as well. In my own opinion, these public service announcements seem more like Big Pharma subsidized commercials.

In a bit of related news (on the epidemic that was not), the World Health Organization (WHO) declared the swine flu pandemic over. WHO Director-General Margaret Chan said the organization’s emergency committee of top flu experts advised her that the pandemic had “largely run its course” and the world is no longer in phase six — the highest influenza alert level.

Governments in Europe and North America had already started dumping vaccines earlier this year after finding their stocks were full of expiring supplies.  (4) The WHO just released a list of the names of key pandemic advisers who influenced the decision to declare a phase six pandemic.

Interestingly, five of these advisers receive money from the vaccine manufacturers. Why is this a problem? It seems very suspicious that the WHO would enlist advisers with financial ties to the vaccine industry to decide whether a pandemic was underway and then declare it to be so. (5)

Doesn’t it just seem like someone is always “pushing a vaccine”? Or perhaps I have just become cynical since the manufactured “swine flu pandemic” last year. Add to that the campaign to vaccinate little girls for human papilloma virus to “prevent” cervical cancer, yearly seasonal flu “shots”, and hepatitis B vaccinations for newborns. Endorsement of Big Pharma seems to be a reflex for many journalists.

I just read an article about the fact that most doctors in residency “work when they are sick.” Which led the author of the article to mention, “The Federal Centers for Disease Control and Prevention strongly recommends annual flu vaccinations for all health care workers to prevent their patients from getting sick.”  (6)

This implies that if I get the flu vaccine I will be able to keep my patients from getting ill. Right…that would be a logical conclusion if the vaccines were effective, but I am not convinced that they are. This is propaganda, pure and simple.

I recently reviewed the recommended immunization schedule for children. If I exclude the yearly seasonal flu shots (which if given according to schedule could number up to eighteen) and the meningococcal vaccine required of virtually all incoming college freshmen, children are expected to receive over thirty-two vaccinations.(2,5) How many is too many? Every parent must make this decision based upon his or her own research and comfort level.

What can you do? Last year I wrote about the things you could do to optimize your immune system and prevent “swine flu.” The same recommendations hold true whether it is the seasonal flu, common cold, or another infectious disease.

It is always easier to prevent an illness than to treat one. I would recommend that everyone begin a “prevention program” which focuses on optimizing your immune system. Keeping your immune system healthy is the best and most effective defense:

1. Get adequate amounts of rest. Irregular sleeping patterns or inadequate sleep cause stress on your body and can adversely affect your immune system.

2. Maintain a healthy diet. You need to limit your intake of refined sugar such as candy, cakes, donuts, etc. You should also stay away from artificial sweeteners such as saccharin, aspartame, and Splenda. Eat plenty of green and purple vegetables.

The majority of your diet should be vegetables and fruits. Avoid peanuts and corn which are foods that tend to be highly contaminated with fungus and fungal byproducts (mycotoxins). Almonds, walnuts, pecans, cashews, etc. are good substitutes for peanuts.

3. Regular exercise. You do not have to be a marathon runner. Walking is good. Do what you can. If you cannot walk, arm exercises are good.

4. Make sure you are getting adequate amounts of Vitamin D3. A good starting dose would be 5000 units per day until you can have your doctor or health care provider check your 25 hydroxy-vitamin D3 levels. Recommended levels are 70-100.

5. Take 4000-6000mg of vitamin C daily.

6. Take 25mg zinc citrate daily

7. Take 50mcg selenium daily

8. I would start on an iodine supplement such as Iodoral 12.5mg tablets. Take three tablets per day.

9. Take daily probiotics.

If you think you have been exposed to the flu, or are showing signs of infection there are some things that you can do:

• Increase your dose of Vitamin D3 to 50,000 units a day for 3 days.
• Increase you dose of Vitamin C. Take 1000-2000mg every 3-4 hours.

When your intestinal tract has reached its limit of absorption of Vitamin C, you will usually have a loose bowel movement. Just decrease the dose of vitamin C or increase the time interval between doses.

Drink plenty of water.

• Increase zinc citrate to 50mg daily
• Increase selenium to 200mcg a day for 3-4 days
• Make sure you are on a source of iodine such as Iodoral. Take 3 tablets of Iodoral 12.mg daily.

Tetanus, diphtheria, pertussis (TD/Tdap) – Boost with Td every 10 years

Human papilloma virus (HPV) – 3 doses for women ages 19 – 26 years

Varicella – 2 doses

Zoster – 1 dose after age 60

Measles, mumps, rubella (MMR) – 1-2 doses between 19 and 49; 1 dose after 50 if you have risk factors

Influenza – 1 dose annually

Pneumococcal – 1-2 doses between the ages of 19-64 if risk factors are present; one dose after

Hepatitis A – 2 doses for those with risk factors or in a medical occupation

Hepatitis B – 3 doses for those with risk factors or in a medical occupation

Meningococcal – One or more doses for those with risk factors, or in a medical occupation. Required by most colleges for incoming freshmen.
